That ORA-600 is not registered in Oracle Support. No clues about it. But I think your method is wrong.
You are trying to convert a Non-PDB to PDB.. Well, you need to follow the standard procedure.
What document did you follow for this? -> where does that "dbms_rmin.rm$_noncdb_to_pdb;" come from?
