Okay.. This seems related with Solaris 11 and EBS .

Download patch 12722501.
Apply patch 12722501 in Oracle Application Server 10.1.3.5 / -> to your 10.1.3 home
Run AutoConfig (adautocfg.sh) on the application tier.
Retest.
