If you will install a Global legislation, then you dont need to apply any patches, as the global row is empty as you see.
but if you will install any spesific legislation, then you need to apply the corresponding patches as displayed in the row dedicated to your specific legislated.
For example, if you want to install legislations for "AU" and if you have HR_PF.B.delta.7, then you will have to install patch 19900524.
So if you are installing Global legislative, then;
applying hrglobal is a classical process.. The steps to be taken for applying it is almost the same as 12.1.
We just need to create a patching cycle before executing Data Install Program.
We choose language to install by running the java data install program:
adop prepare
java oracle.apps.per.DataInstall [apps_un] [apps_pw] thin [connection]
with [connection] in form: hostname:dbport:oraclesid
For Example: java oracle.apps.per.DataInstall apps apps thin ermanserver:1521:TEST

Start a new cycle; and apply the patch using hrglobal.drv
