According to the documentation, It shows you the the operating system ID of the terminal from which the user unsuccessfully tried to
sign on.
From that operating system ıd (Terminal ID) , you can try finding the ip address.
However, according to the Oracle Support notes, this Terminal ID field is removed from the monitor users screen and from all audit reports. (because it was buggy) --these notes are written for EBS 11i - EBS 12.1 .. (not 12.2)
So, you should give 12.2 a try, try enabling Sign on audit on EBS 12.2, check the relevant audit report and update me.
