This is a little inconsistent, as 11.2.0.3 can be used for AD TXK upgrades.
In doc 1594274.1 , you have the patch numbers for 11.2.0.3 Appendix A: Unmaintained Oracle Homes - > Section A.1: Database 11.2.0.3 Patches and Bug Numbers.
However, as you see it is a little problematic process.
So, do what Oracle support says.
11.2.0.3 to 11.2.0.4 upgrade is not a very hard and time consuming thing.
