Note: The upgrade process is performed with one application tier and one database tier. If you are using an Oracle RAC environment, then you should run the Release 12.2 upgrade on a single Oracle RAC node.

Where did you find this statement?
--12.2 upgrade? (EBS 12.2?) if so, why giving instructions about the database tier? EBS 12.2 upgrade is done on apps tier.. (unless we are talking about a db upgrade like 11g -> 12C)
