I can't setup the db control on my test server. :(

You don't give any details about the action that you do. It seems, you want me to guess the environment details and the command used :)
I suspect the reason is-> The sysman repository or schema wasn't completely removed.

I want to enable db control on my test server but i returned an error that it is already existing so i tried to recreate it. it returns an error again saying that my listener is not running.

start your listener then...
IF your listener is running, then investigate why dbcontrol thinks that it is not running.. Maybe dbcontrol is looking for the wrong listener.

Investigate, go further a little bit and then update me with your clear and specific question.
