From previous post, ORA-24247: network access denied by access control list (ACL)
ORA-12535 was solved by the network team. There were some issues on the DNS.
Also, the ORA-24247 was solved. Bad entry was provided (IP,grants etc..)

10.210.227.* 1 9999 2 CBS_CORE DATABASE DENY NO CONNECT
