Hi Erman,
We have done the database upgrade in December mid from that onwards application was facing huge slowness. Both database SE2. I have attached the AWR report also, I show row lock contention and I have checked with the application vendors but they have mentioned its common in their application. I have checked other database which is running on the same application and I can see the row lock contention in their also but there is no performance issue.
I have done the Gather stats, Index rebuild, Query optimization but I couldnt see any imporvement.
This database is running on OCI and the application server on the On-Prem there is a tunnel between those two.
Please guide me here It will be really helpful cause, I tried my level best.
